OVERVIEW

PUBLIC COMMENT SUMMARY REPORT

The Phase One Public Comment Summary Report provides a detailed view of public outreach activities and comments received through all outlets during the first phase of the Bright 74 Study (September 23, 2015 through March 18, 2016). The public role is advisory in order to help the Study Team understand usage and values to guide study decisions. The outcome of Phase One is to have the data and input needed to establish a Draft Purpose and Need Statement to identify Study Goals that mitigate transportation deficiencies in the study area and promote connectivity, reduce travel time and promote economic development.

RED FLAG SUMMARY AND ENVIRONMENTAL OVERVIEW

Phase One of the Study included the development of a Red Flag Summary and Environmental Overview report for the study area with a focus on potential corridors for roadway improvements. The Red Flag Summary was conducted within the study area to identify potential areas of concern. Field Environmental Investigations are not included in the scope of this Study’s services.  Likewise, NEPA documentation, permitting and federal, state or local agency coordination are not included in the scope of services. These tasks may be initiated on a project specific basis in future phases of project development after this study is concluded.

DATA COLLECTION SUMMARY

Phase One of the Study included the development of a Data Collection Summary report for the study area. This report includes mapping, traffic, crashes and other roadway-related information. The Data Collection Summary was conducted within the study area to identify transportation needs or potential areas of concern to be addressed with this Study. Field data collection is not included in the scope of this Study’s services.

TRAVEL DEMAND MODEL

Concurrently with the data collection efforts, Phase One of the Study also included the development of a small area travel demand model to evaluate existing conditions and for later comparison of conceptual solutions. As conceptual solutions are developed and screened by the Advisory Committee and public later in the study process, the model will be used to evaluate criteria and produce results that are unbiased across the alternatives under consideration.

February 17, 2016 PUBLIC OPEN HOUSE

On Wednesday, February 17, 2016 from 4-7pm, a Public Open House was held at East Central High School’s Performing Arts Center. Over 175 people attended the Open House event. This event was the first in a series of three public involvement meetings planned for this year as part of the Bright 74 Study. The purpose of this first meeting was to gather input from those who know the area best — residents and property owners, as well as others who frequently travel to, from or through the Bright Area. Traffic, safety and other data collected as part of the Study was shared. Links to every Open House exhibit are provided below.

The Public Comment Period for Phase One is now closed.

The Bright 74 Study is committed to using input from the public to help develop transportation improvement solutions. To assist us with this effort, a survey was made available via group polls at the February 17, 2016 Public Open House and in electronic form on this website. The first of three, 30-day public comment periods concluded at midnight on Friday, March 18, 2016. We want to thank the over 450 people who took the time to complete and submit a survey.
